The promulgation of the Minerals and Mining (Local Content & Local Participation) Regulations, 2020 (LI 2431)  was  to affirm the Government of Ghana’s aspiration for mineral right holders as well as Mine Support Services to procure goods and services from Ghanaian origin to the maximum extent possible, consistent with safety, quality, efficiency and economy.

The purpose of the Regulations among others is to:

• Promote job creation through the use of local expertise, goods and services, businesses and financing in the mining industry value chain and their retention in the country;
• Achieve the minimum local level and in-country spend for the provision of the goods and services in the mining industry value chain;
• Increase the capability and international competitiveness of domestic businesses;
• Create mining and mineral related support industries that will provide jobs and sustain economic development.

Regulation 7 of L.I. 2431 mandates the Minerals Commission to publish a Local Procurement List which stipulates the goods and services with Ghanaian content which are to be procured in the country.  Since its inception in 2012, the Minerals Commission has published five (5) Local Procurement Lists; with the first list containing eight (8) products. Currently, the 5^th edition of the Local Procurement List contains fifty (50) products. The products on the list are classified based on the ownership of the firm; wholly owned Ghanaian firms or foreign firms incorporated in Ghana.

By encouraging mining companies to adhere to the Local Procurement List, the Ghana Chamber of Mines aims to ensure that mining companies contribute significantly to the socio-economic development of the country.
